I used the Kreg Shelf Pin Jig for these pin holes and it works great. This Jig comes with a 1/4" bit, a locating pit, and an adjustable fence. I found that using a clamp and not being too aggressive when drilling made for nice clean holes. The fence is great because you can easily adjust the distance the wholes are from the edge of your shelf.
